This is a Japanese-language Ampharos card, number 088, from the expansion set 'Ninja Spinner' (拡張パック「ニンジャスピナー」). As an Electric-type Pokémon card it would depict Ampharos; specific rarity, stats, and artwork details are not confirmed here and so are not described.
Ampharos is the final evolution of Mareep (メリープ), evolving from Flaaffy, and was introduced in Generation II's Gold and Silver. The bright light from the orb on its tail is said to be visible from space, and it has historically been used as a beacon to guide travelers, fitting its lighthouse-inspired English name.
デンリュウ (Denryū) is the Japanese name for Ampharos, the Electric-type Pokémon. The name combines 電流 (denryū, 'electric current') with a play on 竜 (ryū, 'dragon'), reflecting both its electric powers and its serpentine, draconic appearance; the English name 'Ampharos' likely blends 'ampere' with 'pharos' (the ancient lighthouse).
