This is a Vulpix card (number 008) from the Japanese expansion 'Ninja Spinner.' Without confirmed rarity and type details, it is best catalogued as a Japanese-language Vulpix card from that set; specific stats and artwork should be verified against the physical card.
Vulpix is a Fire-type Fox Pokemon introduced in Generation I that is born with a single white tail which splits into six as it grows. In the anime it is notably owned by Brock, and the species later gained an Alolan Ice-type regional form in Generation VII.
ロコン (Rokon) is the Japanese name for the Pokemon known in English as Vulpix. The name is thought to combine 六 (roku, 'six') with 紺 (kon) or a fox-related sound, referencing its six curled tails; the English name 'Vulpix' blends Latin 'vulpes' (fox) with 'six'.
